GATT1994第3.4条规定: 一缔约国领土的产品输入到另一缔约国领土时, 在关于产品的国内销售、兜售、购买、运输、分配或使用的全部法令、条例和规定方面, 所享受的待遇应不低于相同的国产品所享受的待遇. 但本款的规定不应妨碍国内差别运输费用的实施, 如果实施这种差别运输费用纯系基于运输工具的经济使用而与产品的国别无关.
