浅谈数字技术赋能乡村治理的困境及路径

On the Dilemma and Path of Digital Technology Empowering Rural Governance

摘要: 乡村治理既是国家治理的基石，也是乡村振兴战略中的重要组成部分。随着数字化时代的到来，数字技术赋能乡村振兴的重要意义逐渐显露出来。尽管在乡村振兴背景下，我国乡村数字化治理水平得到了较大提升，但当前数字乡村治理依然面临着数字化基础设施薄弱、农民数字素养不高、城乡数字化发展不平衡等问题，导致数字乡村建设面临着重重困境。对此，应从夯实数字化基础设施、提升农民数字素养、多措并举缩小城乡“数字鸿沟”等主要方面共同发力解决上述困境。

Abstract: Rural governance is not only the cornerstone of national governance, but also an important part of the rural revitalization strategy. With the advent of the digital age, the importance of digital technology to empower rural revitalization has gradually emerged. Although under the background of rural revitalization, the level of rural digital governance in China has been greatly improved, the current digital rural governance still faces problems such as weak digital infrastructure, low digital literacy of farmers, and unbalanced digital development between urban and rural areas, resulting in difficulties in digital rural construction. In this regard, we should work together to solve the above difficulties from the main aspects of consolidating digital infrastructure, improving farmers’ digital literacy, and taking multiple measures to narrow the “digital divide” between urban and rural areas.
