摘要: 科学发展观的核心理念是坚持以人为本,树立全面、协调、可持续发展的道路。本文以清镇市为研究对象，通过分析清镇市人口资源环境的发展现状及存在的严峻形势，探讨了清镇市区域可持续发展，提出了强化发展意识，走协调可持续发展的道路；变革“经济人”假设，确立“生态人”观念；以科学发展观为指导，制定清镇市人口发展战略规划；着手提高人口素质，积极应对人口结构性矛盾等对策建议。
