浅析行政监督角度下的行政不作为—以云南昆明晋宁案为例

Analyzing Administrative Omission from the Perspective of Administrative Supervison—Take the Jinning Case in Kunming, Yunnan, as an Example

摘要: 自2008年起，云南省晋宁县先后失踪了十多名青年，其主要原因是公安机关的不作为，造成了十分恶劣的社会影响。行政机关的行政合理性受到公众的直接质疑，政府的公信力受到严峻的挑战。政府行政不作为有很多方面的原因，本文仅从行政监督的缺失来探讨行政不作为，对其概念、危害性、原因和改进的措施进行了简要的阐述。

Abstract: Since 2008, Jinning in Yunnan has been missing more than a dozen young people, but did not attach the polices’ attention. The administrative omission was the main reason for the entire event, and it resulted in bad social impact. The rationality of the executive authorities was queried by the public, the credibility of the government was reducing. This article only analysed from the lack of administrative supervision to discuss administrative omission, and made a brief elaboration to its concept, dangers, causes and improvement measures.
